In that case, that means that you do not have the AT&T service books, and since the Storm is not an AT&T phone, you can't have them send the books to the phone. Basically, the Storm you purchased is unlocked, but not for a specific carrier. Without the service books, you won't be able to use email or internet. In a little bit, check your PM's. Before anything will even work, you NEED to be on a BlackBerry data plan through AT&T, even if you follow the instructions in the PM I'm about to send you.
