is there a patch / download that will allow me to use an SD card larger than 4GB say 8 or 16GB.

It's all about the OS you're running. Btw, what OS are you running?

4.2 - up to 2GB
4.2.1/4.2.2 - up to 4GB
4.3/4.5 - up to 8GB
4.5.0.81 - up to 16GB
4.6 and up - up to 32GB (when available)

My bold is coming in a few days and I'm considering which micro card to purchase.

I've been told by a retailer that using anything above 8gig will make the phone sluggish. Is it true and how big will the impact be?

It is not unlikely you will see a slowdown initially, but after the device completes the indexing process you should not see a terrible slowdown. Make sure that when you shop for the card that you avoid Class 2 cards. Class 4 and Class 6 will be much more efficient and will give reasonable speed. Class 2 cards will be like molasses in winter......
