That generally means a message you sent was delivered to the recipient's device.
I am curious if you have been noticing it on messages sent to users of the same network you are on, but not for those on other carriers? Is it only showing for other BB users?
It seems to be a standard for GSM carriers because of the technology used to send/receive messages. CDMA carriers usually restrict it or only give you a checkmark. Verizon may be using and Sprint doesn't seem to use that at all.
I understand that Verizon is planning to discontinue it as they believe their rate of positive delivery (98% +) is so high it will not be necessary anymore. It does use data so if you are pay-as-you-go it could affect you in the billing....
