You need to be a bit more clear on what you are looking for....

If you are looking for a "scanner" type app. A. You won't find one. B. Being in possession of a portable scanner is a crime. Why not just ask... Never mind.

I'm pretty sure it's legal. It's in Apple's App Store.

Something along the line of a radar detector would be legal with the exception of Virginia. However that might be a thin line, depends on Mr. Officer

In UK, the police can, if it warranted (and that's a big if as it's a bit intrusive) track credit cards, mobile phones, computer usage, bank accounts, travel passes and the plethora of electronic footprints we leave in our daily lives. They have access to the media for appeals and a large amount of personnel to carry out searches, house-to-house enquiries.

If you are also worried about speed traps and check points conducted by the police, just call them. They have to tell you if they have any, and where they are. Otherwise, it's entrapment. I have done this on occasion when it relates to weigh stations.
