Battery with a slash? Are you sure it's not a thunderbolt? I've made that mistake before. If it is a slash it means that you plugged in your BB to charge without a battery installed. Do you in fact have a battery in there?

It is sounding like a power issue and could acually be at the USB port.
What OS are you using? Vista has some interesting power management controls and it is possible the power is being cut to the USB, especially if the device is not recognized when first plugged in. I don't have Vista to experiment, but try going into the power management function to see if there are settings that allow Vista to manage the USB port power and change to manual if you can.
I am assuming you have tried rebooting the PC to reset the USB ports....
Tried starting the process without the battery, then replacing the battery when it says waiting to initialize device. No joy. Also, I use vista and have disabled all the usb ports, used the power management function of the usb ports "allow the computer to turn off this device to save power". I agree that it seems like a power issue. I am going to try to disable all the usb ports except one and see if that will make a difference.

It is both. I can hold the power button down while connecting it to the computer and the "no battery" screen stays on. If I connect it with a battery in, I get the "thunderbolt".

Perhaps you should let it downgrade if given the choice.
You also indicated you tried downgrading your BB DM version. Which are you using and which did you try?

Try the "Device Switch Wizard" trick. Maybe it will "find" your phone then.
Don't ever disable USB's b/c it just throws PC off on what to look for or not to look for.
Can you try a different PC. Borrow a laptop from someone?

Tried to downgrade the os, but got the unable to reconnect message. I have tried 4.2 and 4.6 and 4.7 desktop manager. Again no joy.

Tried the device switch and it recognizes the usb pin, but still in the bottom left is says device connected: none. In my original post, I stated tried different computers with no luck.
I am thinking, if its a usb power issue, I could get one of those dual usb cables. Like the ones they use for external hard drives that require more power. They have the 2 ends on one side and the single end on the other ? The usb ports have 500a per port, so if I can plug the cable into 2 ports, maybe it can draw more power to the phone ? Or I can just make a hockey puck out of the thing ! lol

If you tried different PC's then it's got to be the phone. I've seen where you can buy new USB ports for the BB but I have never tried it so I can't tell you if it will solve your problem.
And scanning the post but didn't see---do you have a memory card inserted? Try taking it out & if that doesn't help then put it back in & make sure it is locked in very securely.
Do you have insurance on it? Under warranty?
