I believe RIM put this in but i imagine Verizon asked them to due to my Voyager by LG having the same restriction.
Any "sending" restriction would be the carrier/provider either due to network limits or bandwidth considerations.

If you are talking about a recording limit on the device then that would be RIM and could be the result of a provider's request.
