Early build Tours do have issues with their trackballs. My friend's Tour, which she got when it came out, has a horrible trackball. Doesn't work half the time.
The one I got recently has a great trackball that's just like any other BB I've had.

As Sav said, the newer Tours seem to have corrected the original trackball problems that were widespread.
